In the early part of the First Epoch, halflings were spread across central Cinazan. Concentrated on the shores of the Nermanis Sea, they traded with the giants of Kerthjorg, the goliath of Gigunn, and others reachable by the sea and its many tributaries. They had a secure trade network linking the westernmost city-state of Rabaranda with Bathor in the far south, and Maurkac in the east. In 712, these city-states merged as one. The government was formed along the lines of a syndicate, representing the business interests of the nation's companies. They had trade stations along the Nermanis Sea and down the Dargirth River to Bathor.

The Syndicate began to unravel with the the draining of the Nermanis Sea. Long reliant on the sea, communication, collective defense, and trade between the far-flung settlements was either cut or severely reduced.

By 923, nearly all of the nation's isolated settlements had all fallen to invasion. Many went deeper into the countryside, into the Hangath Forest or migrating far south to Bathor or west into the lands of the Ithengee and the Gilraen.
