Quara'tun Judges was the legal body of the Quara'tun Covenant. They were charged with matters of law relating to the Demon Spawn War (8972 GE - 9493 GE).
One of the things they are known for, and some would say merciless, was with war's end, they issued Covenant Order 436-X12. It said that all imprisoned demons were to be executed. The reasoning being that they were simply too evil and dangerous for the Mortal Systems. Most of these orders were carried out. When the order got around to kill the demon prisoners, a primordial, one who had fought against the angels in the previous war, but was now their ally, decided to keep one prisoner alive. Talos, 5,000 years before he would become a Higher Power, decided to hide his prisoner. He spent hundreds of years trying to figure out how to harness Onaikai’s latent energy.
