The Civilization Planning Division, or CPD, was a division of the Nawirrûs Covenant and later the Quarat'un Covenant. The CPD was charged with studying the side-effects of the Creation War (1486 DE - 8777 DE) and those of the ongoing Demon Spawn War (8972 GE - 9493 GE).
The CPD and their cleaning crews were in charge of fixing the the mess of two great wars, one spanning thousands of years, and the other hundreds of years. They determined what things and beings needed either cleaning or removing.
Cleaning might be ridding an area of too much entropy energy, while removing could be the imprisonment of a fiend somewhere in the Prison Continent or even off-world.
