The Malreeth is the secret police of the Council of Bile. This government agency was founded by a kenku named Colonel Saugwillow (a former Realm Stalker).
In the early days of the Council of Bile, corruption in the government was rife. Colonel Saugwillow petitioned the Council of Bile for the establishment of a secret police force to control the corruption and monitor the activities of the people. He said that kenku were unreliable as soldiers, and it was in their nature to commit acts of theft, trickery, and concoct scams. He said he would take the kenku from the armies and put their innate skills to use in clandestine activities. The Council of Bile granted the request. In a few months, corruption dropped, the treasury grew, and the Malreeth became one of most feared forces outside of the army. Much of the fear of the Malreeth comes from their stealth and ability to disguise themselves as other creatures.
