The term First Voice applies to the top angel serving one of the celestial Higher Powers. Fiendish and primordial Higher Powers don't really use this term because anyone who rises to such a station would be viewed as a threat to their own power, so they would either eliminate them or rotate someone new into the position that is less competition.
