The Baying Cells is a prison in Nibar-Pharân. Prisoners are put in block cells supported on 7' tall pillars. Surrounding them is an open courtyard which also acts as the kennel for the military's war hyenas. The baying of these creatures is nerve-wracking and has been known to drive prisoners insane. There have also been numerous cases of prisoners falling asleep and unknowingly dropping a limb out the front of their cells; the outcome with ravenous hounds about needs no explanation.
