The Serenity Towers is an idyllic prison, a place not so much for punishment, but for re-conditioning. Instead of doling out punishment, the prison put on an environment of beauty, fun, happiness and other things to change the thinking of those imprisoned here. The end goal is to redeem the prisoner, making them less evil, less chaotic, or both.
