Usually in the form of a gem, an arcane artificer can store arcane energy in said item for later use. Arcanists, wizards and mage types, can use this item to cast spells without using up a memorized spell. Arcane power cells are sometimes used in doors to power a magical effect. A gem can store 1 spell point per 10gp value. Each power point is equal to a spell level. The usual cost for recharging is 250gp per spell point.
