The Pact of Behemoths was a military pact between Deep Six, the Giff League, and Ivory Asylum. It had the goal of stopping Ba'lith's open sponsorship of pirates (c.f. Thrawkrall Navy). Up until this time, pirating had been a respectable trade for the people of Ba'lith. They saw the Pact's goals as an infringement of their rights to profit from the seas. For over three decades, this Azrik Blockade (1693 - 1729) maintained a loose naval and aerial blockade of the Ba'lith Empire.
The secondary purpose of the blockade was to preserve the Torgilm Confederacy (1475 - 1719). This ended up failing, with the confederacy falling in the Brothers Enmity War (1697 - 1723).
