The second ruler of the Ningizzida Empire was a medusa named Abregaer. When she died from court intrigue, a magic item was created from her dead asps. Since that time, it has become a tradition, with each successive Ningizzida ruler, who also happens to be a medusa, of having their asps used in the creation of a magic item.
