When Turgon was captured by forces serving Demogorgon, The Balance and other Higher Powers took notice. The only group in the area that could stop the demon invasion were Kerriack's sahuagin. Their were many thousands of them in this trench. They were hostile to outsiders and to each other. Mortal intermediaries were sent to see if they would help stop an invasion that could upset the world's balance, or worse become another Demon Spawn War (8972 GE - 9493 GE).

Silvanus journeyed to the home world of Asmodeus, the only one sure to bring the sahuagin over to the cause. Asmodeus agreed to help, but only if his agents could have an active hand in organizing the defense, and that Silvanus stay with him for a year. Asmodeus's agents were very convincing, teaching the sahuagin of their early beginnings, that their distant ancestors fought as soldiers of the Covenant, battling demons and winning.

At great loss, Kerriack's sahuagin stemmed the demon tide trying to expand outward from Turgon, giving Arcana the time and safety needed for erecting the Turgon Boundary Ward. The success of this effort, bolstering morale and getting the sahuagin to work together, gave rise to the unification of Kerriack's sahuagin on 11 Bloom 34. The Inge'rya Empire was established, named for a triton general, later turned into a sahuagin, that served under Asmodeus when he was the Covenant's supreme commander.
